The Gender Evaluation Method (GEM) is an analytical tool used to assess if and how Information and Communications Technology (ICT) programmes contribute to women’s empowerment and gender equality. GEM also contains practical exercises to assist in carrying out these evaluations, including the development of evaluation questions and identification of analytical indicators. This methodology was created by the Association for Progressive Communications Women’s Networking Support Programme (APC WNSP), a global network that facilitates the strategic use of ICT in support of women’s development around the world. GEM is highly adaptable to different contexts and is always evolving.  It is recommended to modify the use of GEM to suit the needs of each project or programme being evaluated.  This methodology also has a built-in system for monitoring and self-evaluation, allowing for the process of implementing GEM to change (even during the life cycle of a project or program) in order to meet the needs of stakeholders and participants.  The frequency, length and breadth of evaluations will be determined according to the particular content, limitations (time, resources, etc) and unique circumstances of each project or programme.
